Note:- The fourth beast or kingdom which shall be upon the earth is Rome which is the Last kingdom Daniel 7:23. The dragon (Rome) had ten horns. A horn grows out of the head of an animal. A horn you remember is a King Daniel 7:24. When the Roman Empire collapsed ten divisions resulted. Barbarian tribes hammered at the Roman Empire for many years until it fell apart and ten divisions were ruled by ten kings.They were the Alemani (Germany) the Franks (France), Burgundians (Switzerland), the Suevi (Portugal) the Angro-Saxons (Britain)the Visigoths (Spain)the Lombards (Italy), the Vandals, Ostrogoths and Heruli. The Last three were destroyed by the Pope of Rome . The armies of Emperor Justinian in cooperation with the Pope thrust the Ostrogoths out of the city of Rome. They have become extinct. In 538 AD the Pope took possession of the city after the Emperor Justinian decree that he should be the head of all Christian churches. The little horn soon grew more stout, more powerful than any of the other horns around it, and it was quite different and diverse from its neighbors.
In Europe there arose only one power that fits this description after Babylon Medo- Persia, Greece and Pagan Roman Empire, there came the ruling power that was different from all others the Roman Catholic Church under the Roman Empire had disintegrated into Barbarous kingdoms the Roman Catholic Church grew to dominate Europe both in Religious and secular affairs for how long? For over a one thousand two hundred and sixty years to be exact.
The next thing Daniel saw happen in his vision was this stout little horn plucked of the first ten horns by the roots. This means for this prophecy to be true the papacy must have up rooted and destroyed three of the ten nations that had sprung from the ruins of the Roman Empire, did they do this? Yes Among the principal obstructions to the rise of the papal Rome to political power were the Heruli the Vandals and the Ostrogoths. All three were supporters of Arianism which was the most formidable rival of Catholicism. The Heruli were defeated in 493 AD the first of the three horn to be destroyed. The Emperor Justinian who ruled the Eastern half of the Roman Empire in Constantinople saw that the Vandals were vanquished in 534AD and then Justinian and then Justinian’s general Belisarius began his 20year campaign against the Ostrogoths in Italy but their withdrawal from Rome in 538 AD marked the real end of the Ostrogothic power in Europe.
Thus were plucked up three horns. What were the steps of Papal Rome coming into power? In 330 AD the Empire Constantine moved the Political capital from Rome to Constantinople, which left the Bishop of Rome comparatively free of imperial control. The conversion of Clovis leader of the Franks, to the Roman faith about the year 496 AD when most of the Barbarian invaders were still Arians, gave the Pope a strong political ally willing to fight the battles of the church. For twelve centuries the sword of France, “the eldest son of the papacy was an effective agent for conversion of men to the church of Rome and maintaining of Papal authority. In 533 AD The Emperor Justinian wrote letters that had the force of Royal Edicts which recognized the Pope’s Ecclesiastical Supremacy as “head of all the holy churches in both the East and West and he legally confirmed the Bishop of Rome as the head of all the holy priest of God, but it was not until 538 AD, when the papacy was freed from the domination of the Arian kingdoms that the decree of Justinian went into effect one by one the other 7 kingdoms became Catholic and Pope emerged as the leading figure in Europe.

Note:- Great Controversy pg 446-447 The special characteristic of the beast, and therefore of his image, is the breaking of God’s commandments. Says Daniel, of the little horn, the papacy, “He shall think to change the times and the law.” [Daniel 7:25, Revised Version.] And Paul styled the same power the “man of sin,” who was to exalt himself above God. One prophecy is a complement of the other. Only by changing God’s law could the papacy exalt itself above God; whoever should understandingly keep the law as thus changed would be giving supreme honor to that power by which the change was made. Such an act of obedience to papal laws would be a mark of allegiance to the pope in the place of God.
The papacy has attempted to change the law of God. The second commandment, forbidding image worship, has been dropped from the law, and the fourth commandment has been so changed as to authorize the observance of the first instead of the seventh day as the Sabbath. But papists urge, as a reason for omitting the second commandment, that it is unnecessary, being included in the first, and that they are giving the law exactly as God designed it to be understood. This cannot be the change foretold by the prophet. An intentional, deliberate change is presented: “He shall think to change the times and the law.” The change in the fourth commandment exactly fulfills the prophecy. For this the only authority claimed is that of the church. Here the papal power openly sets itself above God.
While the worshipers of God will be especially distinguished by their regard for the fourth commandment,—since this is the sign of his creative power, and the witness to his claim upon man’s reverence and homage,—the worshipers of the beast will be distinguished by their efforts to tear down the Creator’s memorial, to exalt the institution of Rome. It was in behalf of the Sunday, that popery first asserted its arrogant claims; [See appendix, note 9.] and its first resort to the power of the State was to compel the observance of Sunday as “the Lord’s day.” But the Bible points to the seventh day, and not to the first, as the Lord’s day. Said Christ, “The Son of man is Lord also of the Sabbath.” The fourth commandment declares, “The seventh day is the Sabbath of the Lord.” And by the prophet Isaiah the Lord designates it, “My holy day.” [Mark 2:28; Isaiah 58:13.]
The claim so often put forth, that Christ changed the Sabbath, is disproved by his own words. In his sermon on the mount he said: “Think not that I am come to destroy the law, or the prophets; I am not come to destroy, but to fulfill. For verily I say unto you, till heaven and earth pass, one jot or one tittle shall in no wise pass from the law, till all be fulfilled. Whosoever therefore shall break one of these least commandments, and shall teach men so, he shall be called the least in the kingdom of Heaven; but whosoever shall do and teach them, the same shall be called great in the kingdom of Heaven.”

Revelation 17:2-6.The symbolic concept of fornication comes from Ezekiel 16. Only one religious organization has been responsible for more persecutions and deaths of faithful Bible believing Christians than any other sect in history-The Holy Roman Church! Step by step the Roman Empire (the dragon) did indeed give its power, throne and great authority Revelation 13:2 to the Catholic church. A climax came in 538, when the armies of the Empire ( the unfallen Eastern divisions) drove the Arian Ostrogoths out of Rome. By 538 there fore the 1260 years could begin”. It’s seat of power was fixed in the imperial city, and the bishop of Rome was declared to be the head over the entire church. Paganism had given place to the papacy. Revelation 12:6 The accession of the Roman Church to power marked the beginning of the Dark Ages. As her power increased the darkness deepened. Faith was transferred from Christ, the true foundation to the Pope of Rome. Instead of trusting in the Son of God for forgiveness of sins and for eternal salvation, the people looked to the Pope, and to the priests and prelates to whom he delegated authority.They were taught that the Pope was the earhtly mediator and that none could approach God except through him, and further that he stood in the place of God to them and was therefore to be implicitly obeyed. A deviation from his requirements was sufficient cause for the severest punishment to be visited upon the bodies and souls of the offenders.
Thus the mind of the people were turned away from God to fallible, erring and cruel men, nay, more to the prince of darkness himself who exercise his power through them. Sin was disguised in a garts of sanctity. When scriptures are suppressed, and man come to regard himself as supreme, we need look only for fraud deception and debasing iniquity. With the elevation of human laws and tradition manifesting, the corruption that ever results from setting aside the Law of God. Those days were the days of peril for the church of Christ. The faithful standard bearers were few indeed. Though the truth was not left without witness, yet at times when it seemed that error and superstition would wholly prevail, and the true religion would be banished from the earth.
The gospel was lost sight of, but the forms of religion were multiplied, and the people were burdened with the religious exactions. They were taught not only to look to the Pope as their mediator, but to trust to works of their own to atone for sin. Long pilgrimages acts of penance, the worship of relics, the erection of churches, shines, and altars, the payment of large sums to the church these and many more similar acts were enjoined to appease the wrath of God or to secure his favor and if God were like men, to be angered at trifles, or pacified by gifts or acts of penance! The few faithful builders upon the true foundation (1Corinthians 3:10-11) were perplexed and hindered as the rubbish of false doctrine obstructed the work. Like the builders upon the wall of Jerusalem in Nehemiah 4:10. Wearied with the constant struggle against persecution, fraud, iniquity and every other obstacle that Satan could devise to hinder their progress, some who have been faithful builders became dishearted and for the sake of peace and security for their property and lives they turned away from the true foundation. Others undaunted by the opposition of their enemies fearlessly declared “be not afraid of them, remember the Lord which is great and terrible (Nehemiah 4:14).

Answer: By the very acts of changing the Sabbath into Sunday which protestants allow, therefore they fondly contradict themselves by keeping Sunday strictly and breaking most other feasts commanded by the church.

In this scene they are designated a time, and times and half a time”.During these long painful years the serpent poured water like a river out of his mouth after the woman, to sweep her away with the flood. But the earth opened up it mouth and swallowed the river, because water in Daniel and Revelation symbolizes peoples, multitudes, nations and tongues (as in Revelation 17:15) some commentators see in the waters from the dragon’s mouth a symbol of the armies that at times were commissioned by Christian Rome for the purpose of persecution. On this interpretation, the “earth” that opened its “mouth” and swallowed the waters is seen to represent relatively uninhabited area to which persecuted Christians fled for safety (“earth” is opposite of “sea”) see page 341. It is well known that many Christians found relief from persecution by fleeing to the high mountains valleys of the Alps and to sparsely populated British colonies in North America.

In symbolic prophecy what length of time is represented by a day?
Numbers14:34 After the number of the days in which the searched the land, even forty days each day for a year, shall ye bear your iniquities, even forty years
Ezekiel 4:6 I have appointed thee each day for a year
Note:- A “time” in prophecy being the same as a year (Daniel 11:13) three and a half times would be three and a half years. This is obviously the same as 42months. And as both these periods are identified by the above texts as equivalent to a thousand two hundred and threescore days, it is evident that a prophetic year is composed of three hundred and sixty years or twelve months of thirty days each.
A thirty day month would seem reasonable enough to a Jewish writer for general computation, for although the Jews had lunar months of 29 or 30 days, the called 29 day month “hollow”or deficient and a 30 day month ” full”. An ideal or theoretical year of “full” months 360 day long, but symbolic even to the writer of prophecy. Since in prophecy a day represents a year, the period, then,which was to mark the time of supremacy of the little horn- the papacy over the saints, times an Law of God, would therefore be 1260 symbolic, or prophetic days or 1260 natural years.
The decree of emperor Justinian issued in AD 533, recognized the Pope as the “head of all the holy churches” (Justinian’s Code, book 1, title 1,sec 4 in the Civil Law, translated by S.P Scott, Vol 12 p.12) The overwhelming defeat of the Ostrogoths in the seige of Rome, five years later, AD 538, was a death blow to the Independence of Arian power then ruling Italy, and was therefore a notable date in development of papal supremacy. With the year 538, then, commences the twelve hundred and sixty years of this prophecy, which would extent to the year 1798. The year 1798 was the year of the Religion of Terror in the French Revolution and the year when the Roman Catholic Religion was set aside I’m France and the worship of reason was established in its stead. As a result of the revolt against papal authority in the French Revolution,the French army under Berthier, entered Rome, and the Pope was taken prisoner in February, 1798, during which this death stroke was inflicted upon the Papacy, fittingly and clearly marks the close of the long prophetic period mentioned in this prophecy.
What will finally be done with the dominion exercised by the little horn?
